4. VANGUARD SPECIAL GROUP TAXI SCHEME
THE VANGUARD TAXI PROJECT The taxi project was the first special project instituted by Vanguard Assurance Company Limited. The idea was conceived in 2003. At the time Vanguard was approaching the significant age of 30 and the Board of Directors and Management of the company wanted to initiate a project that will make a significant impact on society. As a leading insurer, Vanguard is not only interested in the reduction in claims that will result from safe driving practices, we are concerned about the social and economic effects of deaths and injuries that result from accidents on our roads.
The Project has as its major components the Vanguard Best Taxi Awards Scheme and Training of Trainers for taxi drivers and Group Taxi Insurance Scheme for taxi unions and societies.
Objectives Taxi drivers constitute an indispensable group in our transport service delivery. For Tourists and other foreign visitors to this country who rely very much on taxi drivers to carry them around, taxi drivers mirror the image of this country.
The main objective is to encourage positive behavior among taxi drivers in particular and commercial drivers in general by publicly recognizing and awarding deserving taxi drivers.
Vanguard also hoped that the scheme will complement the efforts that other government and non-governmental agencies are making towards reducing accidents on our roads. The overall effects of such avoidable accidents on our social and economic development must concern all good corporate citizen of this country.
Training oF Trainers As part of the scheme, Vanguard has also instituted a training scheme for Taxi Drivers. Trainers are trained to in turn serve as trainers for their respective Taxi Unions.
Recently the Ministry of Tourism and Diasporan Relations and the Ghana Tourist Board have shown interest in the Vanguard Training of Training Programme and have collaborated with Vanguard in the organization of the Greater Accra programme last year.
So far training programmes have been held in the regions that have benefited from the award ceremonies – Greater Accra(2), Eastern, Ashanti and Brong Ahafo Regions having one each.
Best Taxi driver selection process The advent of the taxi unions and societies has brought a lot of sanity into that profession which all of us might have ignored for so long. Taxi Unions therefore are the pivot around which the award scheme revolves.
Every participating union is required to constitute a local award committee to select one best driver within the union.
The performance factors in the criteria include:
1. Appearance 2. Speech 3. Maintenance of Vehicle 4. Meeting financial obligation to the union 5. Honesty/Integrity 6. Knowledge of Road signs and regulations 7. Safe Driving 8. Knowledge of Major landmarks and tourist sites
Reginal Awards Committees All union level best drivers subsequently appear before a Regional Awards Committee. This committee is made up of representatives of the following institutions:
1. Ghana Road Transport Coordinating Council (GRTCC) 2. Motor Traffic & Transport Unit of the Ghana Police Service (MTTU) 3. Driver & Vehicle Licensing Authority (DVLA) 4. National Road Safety Commission (NRSC)
The Regional Awards Committee handles the final selection process to determine the Overall Best Taxi Driver and two runners up. This process is usually in two (2) parts:
• The first session involves an interview and recognition/interpretation of road signs. This session results in the short-listing of drivers who made a certain grade.
• These drivers are then taken through practical driving test by a testing officer of DVLA to select a best driver and two runners-up.
Reginal Best Taxi Driver Awards Ceremony An award ceremony is thereafter organized to publicly recognize these drivers and other contestants who were selected to represent their various unions.
So far the awards have been held in four(4) regions. Greater Accra(3), Eastern(2), Brong Ahafo(2), and Ashanti(2). It is expected that this year, in addition to these regions, Western Region will also benefit from the awards and training of trainers.
Prizes The Prizes include:
1. A double door refrigerator for the for the overall Best Regional Taxi Driver 2. A 20-inch Color Television Set 3. A Ghetto Blaster for the second runner-up 4. A one year free insurance cover for the owner of the car driven by the best driver. 5. Cash prizes for all union level best drivers
National Best Taxi Driver Awards Ultimately it is expected that all regions will be covered by the awards after which a National Best Taxi Driver Awards will be held with the national winner taking a grand prize of a brand new taxi cab.
Participating Transport Organisations The major transport organizations so far participating in the scheme are:
• Ghana Private Road Transport Union (GPRTU) • Ghana Co-operative Transport Society, • Progressive Transport Owners Association (PROTOA).
Support for Deserving Unions Other support we have for the unions include the provision of offices and passenger shelters for deserving unions.
Collaborating Agencies Since the inception of the project, Vanguard has enjoyed tremendous support and collaboration from governmental and non-governmental agencies such as:

Patronage The Taxi project i.e. the awards ceremonies and training of trainers programmes are highly patronized by highly placed personalities like traditional rulers, Ministers of State, District & Municipal Chief Executives and other high ranking Government officials. The ceremonies are also well-publicized and you will therefore receive favourable mention in both the print and electronic media.
The awards ceremonies are gradually becoming very popular and regular feature on the calendar of transport unions in the regions.
Group Taxi Insurance A very important component of the taxi project is the group taxi insurance scheme that offers motor vehicle insurance to taxis operating under a union. Attractive discounts are offered and flexible payment terms agreed with the executives of unions who have to guarantee that payment will be made by individual members when due.
Payment of claims to taxis involved in accident is handled promptly and fairly.
The Taxi Unit In order to ensure prompt service to taxi drivers, a separate unit was set up in 2005 to deal solely with taxi insurance.
